This may be a bug, or not?

I have uploaded an avatar (.gif) for use on my new 6.4.2 forum.

The avatar is availble for use for users to use, but my intention was to associate it with a forum.

I suspect this is an option since the last option when creating a forum is: "You may choose to have an image displayed on the main page for this forum."

You need to upload it as a forum image, not as an end user avatar.

The link in the control panel reads "Add to forum images". On the left, toward the bottom, under Icons/Images.

Anybody writing comprehensive documentation? I read first ask questions later.

On the left it says "Docs". Click that and then download the admin guide. Adding aforum image is in there.

I don't have the option of manipulating avatars in my control panel. I'm running two licenses (6.3.1), and neither one has the option. I remember seeing it before. What could have happened?

Avatars weren't introduced until 6.4.
